Revised State Performance Index Raises Fresh Questions About Ebonyi’s Governance

A revised 2026 State Performance Index has placed fresh attention on Ebonyi State’s governance and development performance, with the state recording a 19-place decline in its performance trajectory within the South-East.

The assessment by Phillips Consulting is different from the original 2026 index released in July. The methodology was reviewed, the underlying data was rechecked, and newly available 2025 audited financial statements were incorporated.

The revised assessment also separates two issues that are important when judging government performance: where a state currently stands and how its position has changed over time.

Ebonyi’s 19-place decline therefore should not be treated as proof that every aspect of governance in the state has deteriorated. It is a signal that deserves closer examination of the evidence behind the state’s changing position.

And this is where the accountability question becomes important.

Ebonyi State has published its 2025 audited financial statements, 2026 budget implementation reports, citizens’ budget documents and other financial records. These provide a basis for examining whether public revenue, expenditure and capital projects are translating into the outcomes residents are expected to see.

The revised index places particular importance on financial transparency, fiscal sustainability and evidence of actual state performance. It also recognises that states can occupy different positions while making different levels of progress over time.

For Ebonyi, the important question is therefore not simply why the state moved down in the assessment.

It is what the underlying figures reveal about revenue generation, public spending, debt, capital investment and the delivery of services such as roads, healthcare, education and other basic infrastructure.

This is especially relevant because state governments control many of the services that directly affect citizens’ daily lives.

The revised assessment should therefore be treated as a starting point for public scrutiny rather than a political verdict.
