Ebonyi State Governor Francis Ogbonna Nwifuru says a livestock development facility at Izhiangbo will create about 2,000 jobs when fully operational. It is an ambitious promise. The public now needs evidence showing how the project will be completed, funded and translated into employment.
The Livestock Productivity and Resilience Support Project facility occupies about 295 hectares, according to reports of the governor’s inspection in September. The planned development includes a veterinary college, modern abattoirs, a veterinary hospital, grazing reserves and agricultural production areas.
The governor also said contracts had been awarded for 27 of the 86 proposed buildings.
Reviving a long-abandoned veterinary facility could benefit farmers, livestock producers, veterinary students and surrounding communities. Better animal-health services and modern processing infrastructure could support agricultural productivity and local businesses.
But projected benefits are not delivered outcomes.
The promise of 2,000 jobs raises basic questions. How many jobs will be permanent? How many will be temporary construction positions? What is the expected completion date? How much has been budgeted, how much has been paid and what remains outstanding?
The state should publish the relevant contract awards, contractors’ names, contract values, funding sources, payment milestones and construction schedules. It should also explain how the 2,000-job estimate was calculated and how employment will be independently verified.
These questions do not establish that wrongdoing has occurred. They are ordinary requirements for transparent public investment.
The government should provide regular progress reports with dated photographs, completed-building counts, expenditure figures and evidence of operational readiness. Once the facility opens, it should publish actual employment figures and explain how local farmers and businesses can access its services.
Ebonyi residents should not have to wait until an official commissioning ceremony to discover whether a major project has delivered what was promised.
The facility may become an important agricultural asset. The test is whether public claims can be matched with public records and measurable results.
