Work has reportedly commenced on the proposed Abakaliki Cement Factory in Ebonyi State, with Governor Francis Ogbonna Nwifuru announcing the development as part of the state’s industrialisation drive.
The project is being presented as an opportunity to strengthen local industry, create jobs and expand the state’s economic base.
But this is where the public-interest questions begin.
The announcement of construction is only the first stage of a project that could involve significant public resources and long-term financial commitments.
How much will the cement factory cost?
Who owns it?
How much is the Ebonyi State Government contributing?
Is the project being financed directly from the state budget, through private investment, borrowing or a public-private partnership?
What is the planned production capacity?
When is completion expected?
Where will the factory obtain its limestone and other raw materials?
And most importantly, what independent feasibility assessment was used to establish that the project will be commercially viable?
These questions matter because Ebonyi’s 2026 budget was presented at about ₦884.86 billion, with a very large share allocated to capital expenditure and an industrialisation programme that includes the cement factory.
A state-owned industrial project can create jobs and revenue if it is properly designed and commercially sustainable.
It can also become a long-term financial burden if construction costs rise, production targets are unrealistic or the facility becomes dependent on continuous government funding.
The latest announcement therefore provides an opportunity for transparency before large sums are committed.
Ebonyi residents should be able to see the project’s financing structure, ownership arrangement, feasibility projections, implementation timeline and expected public returns.
The real measure of the cement factory will not be the ceremony or the construction site.
It will be whether the factory is completed, operates commercially, creates the promised jobs, generates revenue and protects public investment.
That is the accountability question now before Ebonyi State.
